Transparent and accountable global governance agenda

The IACC Council
The IACC Council oversees the IACC Conference series. It was established in September 1996, with Transparency International as its secretariat. The council’s principal goal is to provide advice and assistance to the host of each conference and to ensure that the conference is conducted in accordance with the principles contained in the established guidelines.

Along with TI, the Council contributes greatly to the success and follow-up of every IACC. They both provide integral support for the objectives of the conference. The guidelines state that the objectives are “…to stimulate the global exchange of experience and methodology in controlling corruption and foster international cooperation among citizens and institutions from all parts of the world”.

The IACC Programme Committee
The IACC Programme Committee provides guidance for the design of the Conference programme. The Committee is composed of up to 15 members which includes the Chair of the IACC Council, one representative of the Host Government, TI National Chapter and TI. The remaining members include representatives of international partner institutions or other independent institutions that are distinguished in the area of anti-corruption. The Government and TI National Chapter are actively involved in the design of the programme through their representatives.

Transparency International – Secretariat
TI acts as Secretariat to the IACC Council and to the Programme Committee of each conference. TI provides advice and assistance to the host of each conference on behalf of the IACC Council. TI is also responsible for preparing and implementing the conference programme; this includes communicating with a wide range of organisations and individuals involved at the forefront of anti-corruption work. TI also collates programme suggestions, and prepares the conference‘s plenary sessions and workshops. Additionally TI helps the host country with marketing issues, advises on logistics and makes efforts to raise funds for the participating delegates.

Transparency Thailand
Transparency Thailand, the kingdom’s national chapter of Transparency International, was founded in 1998 due to increasing concerns about the scourge of corruption and its effects on Thai life. The chapter monitors corruption in Thailand; raises awareness among the general public of what constitutes corruption and how it inflicts serious harm on the country; and catalyses both policy-makers and the people into taking action against graft.

National Anti-Corruption Commission of Thailand (NACC)
The National Anti-Corruption Commission (NACC), founded along with a range of other independent agencies by the so-called “People’s Constitution” of 1997, is mandated with, inter alia, broad powers of inquiry in public sector corruption cases; implementation of corruption prevention schemes; and the inspection of the assets and liabilities of politicians and specified high-ranking state officials, as well as of other officials suspected of having accumulated “unusual wealth”. The NACC is currently mobilizing the National Anti-Corruption Strategy, unveiled in 2008, which emphasizes moral inculcation and interaction with the private sector on anti-corruption activities. It is also the national authority-elect for the UNCAC which it is hoped that Thailand will be able to ratify in 2010.

Ministry of Justice
The Ministry of Justice, which hosted the 11th United Nations Congress on Crime Prevention and Criminal Justice in 2005, is the NACC’s strategic anti-corruption partner. Given that in the public sector the NACC is mandated to deal primarily with cases involving high-ranking officials, at the beginning of 2008 the Office of the Public Sector Anti-Corruption Commission (PACC) was established under the auspices of the ministry. The NACC and PACC now work together to prevent and combat public sector corruption at all levels.
